Services Document Legalization

Document Legalization

Making foreign documents legally valid in the UAE requires a full 5-stage consular legalization chain — not just an apostille. We coordinate the entire process from translation to the final UAE stamp.

The UAE has not signed the Hague Apostille Convention. An apostille stamp from your home country is not sufficient on its own. Documents must go through full consular legalization, ending with a stamp from the UAE Ministry of Foreign Affairs and International Cooperation (MoFAIC).

Why Legalization Is Required

Any foreign official document — whether issued by a court, government registry, university, or notary — must be legalized to be recognized by UAE authorities, banks, employers, and courts. Without proper legalization, the document has no legal standing in the UAE regardless of its official status in the country of origin.

Common situations that require legalization include: presenting a marriage or birth certificate as part of a dependent visa application, submitting educational credentials to an UAE employer, using foreign corporate documents for banking, and registering a foreign judgment or power of attorney with UAE courts.

The 5-Stage Legalization Process

The standard chain for most documents originating in countries with UAE diplomatic relations consists of five sequential steps. Each step must be completed and authenticated before the next can begin.

1
Licensed Translation The document is translated into English and/or Arabic by a licensed translator. UAE authorities typically require an Arabic translation for government submissions. The translation must be certified and signed.
2
Notarization in the Country of Origin The original document (and translation) is notarized by a notary public in the country where it was issued. This step confirms the authenticity of the document and the translator's signature.
3
Ministry of Foreign Affairs (Country of Origin) The notarized document is submitted to the Ministry of Foreign Affairs (or equivalent authority) in the country of origin, which authenticates the notary's seal and signature.
4
UAE Embassy / Consulate Legalization The UAE Embassy or Consulate in the country of origin affixes its own stamp, confirming the document is ready for recognition in the UAE.
5
UAE Ministry of Foreign Affairs (Final Stamp) Upon arrival in the UAE, the document receives the final stamp from MoFAIC. This is the step that makes the document fully legally valid and enforceable in the UAE.

Documents We Legalize

We handle legalization for a wide range of document categories from most countries, including Russia, CIS states, EU member states, and others.

  • Civil status documents: birth, marriage, divorce, death certificates
  • Educational credentials: diplomas, degrees, transcripts, professional certificates
  • Corporate documents: articles of incorporation, certificates of good standing, board resolutions, powers of attorney issued abroad
  • Court documents: judgments, notarial deeds, inheritance certificates
  • Medical documents: health certificates, vaccination records
  • Police clearance certificates and background checks

Practical Considerations

The timeline and exact process varies by country of origin. Some countries have simplified bilateral agreements with the UAE that slightly modify the chain. Some document types (particularly older or damaged originals) may require additional steps. We assess each document individually before quoting a timeline or final price.

  • Timeline: 2 business days (for documents already in the UAE at step 5) to 2–4 weeks (for full chain from abroad)
  • Starting price: from 2,250 AED (depends on document type, country, urgency)
  • Express processing available for an additional fee
  • We coordinate with partner notary and translation offices in Russia, CIS, and select EU countries

What We Handle vs. What You Handle

Stages 1–3 typically require physical presence or originals in your home country. We coordinate partners in key origin countries to handle these steps without you needing to travel. For clients already in the UAE, we handle stages 4–5 in Dubai. Full end-to-end coordination is available for most origin countries.

  • Partner network in Russia, CIS, and EU for stages 1–3
  • Document courier logistics between countries
  • UAE Embassy appointment scheduling
  • MoFAIC submission and collection in Dubai
  • Digital copies and secure delivery of legalized documents
